If rrdtool generate the valid file it means you probably have problems with your php configuration.
Hi, I tried to set up a basic graphs for localhost monitoring and found some issues.
Looks like CACTI out of the box open SUSE 12.3 has some issues First, after installing you need manually define CACTI through the sysconfig for apache2.
Go to /etc/php5/apache2/and ensure that you have no popen in disable_functions list.
Removing popen from disable_functions list should solve your problem.
